Commander Cards can be obtained in several ways:
- draw one in the Command Center for 100
- win one on the Lucky Wheel or The Wheel of Fortune
- recruit a commander from the Command Center (rare)
- purchase from other players in the Auction House
- free cards are sometimes given during events or after server updates
They allow you to create fleet commanders with special attributes. Cards can also be merged in the Compound Center to create even more powerful Cards. Commander Expertise
Commanders have different levels of expertise in each of the weapons and ship hull types. One commander may be better with battleships while another might be extremely knowledgeable about ballistic weapons. A commander's level of expertise with a particular weapon or ship is given by one of five letter grades (S,A,B,C,D) with S being the highest and D the lowest. Lower grades penalize those weapon and ship types while higher grades give bonuses. A grade of B is average with no bonuses or penalties.

Affects the damage dealt with ballistic, directional, missile, ship-based and planetary weapons.

Ship Expertise
Determines the damage dealt with frigates, cruisers and battleships. It also affects the damage received to these hull types from enemy vessels.
Commander Attributes
Accuracy
Accuracy affects the hit chance of weapons equipped. As the value of Accuracy increases, the hit chance increases also. The bigger the hit chance, the more damage the weapons equipped may deal.
Dodge
Dodge lowers an opponents hit rate and damage. Dodge affects the chance of the warship commanded to dodge enemy’s attacks. As the value of Dodge increases, the more chance the warship commanded will dodge enemy’s attacks. (Dodging and intercepting attack is different.)
Speed
Speed affects a ship's combat order and increases chance for successive strikes.
Electron
Electron increases Critical Hit Rate and Critical Damage.
Commander Card Classification
Commander Cards are classified in two different ways. The first way is by Level. Lower Level Commanders are Skill Commanders with lower attributes and abilities while Legendary and Divine Commanders have higher attributes and abilities. The second classification is by skill which describes which area the Commander is geared to, although there is speculation if this is actually true.
